Kristine Devine represents clients in communications-related transactions and negotiations as well as private company mergers and acquisitions.
Communications Agreements and Transactions
Kristine has extensive experience preparing and negotiating commercial agreements for communications, broadband, and subsea cable companies, and assisting clients in obtaining federal, state, and local regulatory approvals for transactions. She has represented clients negotiating utility pole attachment agreements, subsea cable landing and IRU agreements, joint trench agreements, dark fiber leases, wireless tower leases, and transition services agreements related to mergers, acquisitions, and divestitures. Kristine also represents private companies engaged in mergers, acquisitions, and other business combinations in the cable and satellite programming, television and radio, information technology, and public relations and advertising industries.
Regulatory Advocacy and Compliance
Kristine counsels and advises clients on a variety of regulatory issues before the Federal Communications Commission (FCC), other federal agencies, and state regulatory bodies. She also assists clients in developing and implementing regulatory compliance strategies.
Kristine has represented wireless carriers, interconnected VoIP providers, broadband providers, and other clients in FCC rulemaking proceedings related to emergency communications, network resiliency, broadband deployment, universal service, disabilities access, numbering rights, and the Telephone Consumer Protection Act. She has extensive experience assisting clients in meeting their compliance obligations related to emergency communications, STIR/SHAKEN and robocall mitigation, Universal Service Fund contributions, the Communications and Video Accessibility Act, privacy regulations, and Internet-related consumer protection regulations.
Kristine currently serves as the Co-Chair of the Federal Communications Bar Association’s Texas Chapter.

Representative Experience
- Represented a programming distributor in obtaining regulatory approvals for its spin-off from its previous corporate parent.
- Represented a global marketing and communications group in the acquisitions of four brand and digital advertising companies over an eight-month period.
- Advised The Stagwell Group in its $100 million investment in MDC Partners, Inc. through the purchase of $50 million in MDC Partners, Inc. common shares and $50 million non-voting convertible preference shares.
- Advised The Stagwell Group in its acquisition of B2B digital marketer MultiView, Inc. from Warburg Pincus.
- Represented National Rural Utilities Cooperative Finance Corporation in obtaining regulatory approvals from the FCC and the governments of the U.S. Virgin Islands, British Virgin Islands, and St. Maarten for the sale of Innovative Companies’ fixed and mobile telecommunications and cable television businesses to ATN International, Inc.
