Julie Veach, former Chief of the Federal Communications Commission’s (FCC) Wireline Competition Bureau, focuses her practice on telecommunications regulation, universal service, Internet and cloud communications, and communications industry transactions.
As Chief of the FCC’s Wireline Competition Bureau, Julie led efforts to modify and implement universal service policy for the broadband era, redefine broadband to reflect modern technology and usage, and prepare and implement dozens of other orders. During her more than 14 year tenure at the FCC, Julie held numerous positions that provided her with extensive experience across the industry. In addition to serving as Chief of the Wireline Competitions Bureau, she served as Deputy General Counsel, providing legal advice across the agency on wireline, wireless, consumer, and public safety issues. She also served in a variety of positions in the Wireline Competition Bureau, building a deep understanding of broadband and VoIP issues.
Julie has testified before Congress and spoken at many industry conventions and meetings.
Communications Regulation and Compliance
Julie advises wireline, wireless, TRS, and VoIP and cloud-based service providers with respect to a wide range of regulatory issues, from universal service and intercarrier compensation to marketing, broadband reporting requirements, numbering, porting, and privacy. Her extensive prior work at the FCC positions her to help clients understand applicable requirements and develop compliance strategies. She also advocates these issues at the FCC on behalf of her clients in the context of rulemakings, transactions, and other proceedings.
Universal Service
Julie has an extensive knowledge of the FCC’s universal service programs, including the Connect America Fund, the Schools and Libraries (E-rate) program, Lifeline, and the Rural Healthcare Program, as well as the contributions requirements. She routeinely advises clients on compliance and advocates at the FCC on their behalf.
Mergers and Transactions
Julie guides clients through the transaction review process at the FCC, filing applications and persuasively advocating timely FCC approval.

- Strategized with new entrant to develop compliant but lightly-regulated voice and data offerings.
- Guided larger, regulated service provider through the regulatory steps for its transactions involving multiple types of federal and state licenses and authorizations.
- Assisted major universal service recipient to recover millions in withheld universal service support and implement plan to avoid future withholdings.
- Successfully advocated at the FCC for new rules that increase and extend universal service support for areas lacking adequate fixed and mobile service.
