Mohammad (Muji) Ali is an associate at HWG LLP, where his practice focuses on telecommunications law, government investigations, and litigation before trial and appellate courts.
Muji advises telecommunications clients on a wide range of matters, with particular focus on regulatory compliance for new products and services, as well as ensuring ongoing compliance in a shifting regulatory landscape. He also regularly helps clients think through the implications of statutory, regulatory, judicial, and political changes on regulatory obligations and enforcement risk. In addition, he has assisted numerous clients in responding to government compliance audits and investigations, including by the Department of Justice, the Federal Communications Commission, and the Department of Health and Human Services.
Muji also advises and advocates for clients in court, both at the trial and appellate levels. He has substantial experience at all stages of litigation in both federal and state courts, and has represented clients in a wide range of appellate matters, including telecommunications-related appeals in multiple courts of appeals and the Supreme Court. As part of his active pro bono practice, he has briefed and argued appeals on behalf of clients in federal and state appellate courts.
Before joining HWG, Muji clerked for the Hon. Roy W. McLeese III of the D.C. Court of Appeals. Before that, he served as a litigation associate at an international law firm and as a clerk for the Hon. Janet C. Hall of the U.S. District Court for the District of Connecticut.
He received his J.D. from Harvard Law School, where he was a senior article editor on the Harvard Law & Policy Review. In addition, as a member of the law school’s Board of Student Advisers, he served for two years as a teaching assistant in the First Year Legal Research and Writing Program and as a peer adviser to first-year and transfer students. He received his B.A., summa cum laude, from Northeastern University.

Representative Experience
Litigation, Investigations and Enforcement
- Assisted with certiorari and merits stage briefing at the Supreme Court, successfully defending against a challenge to the constitutionality of the FCC’s Universal Service Fund.
- Successfully briefed and argued, as court-appointed amicus in the U.S. Court of Appeals, D.C. Circuit, that a district court had improperly dismissed a workplace retaliation claim brought by an ATF employee.
- Advocated for a client in response to a Notice of Apparent Liability and order proposing a multi-million dollar forfeiture and removal from an FCC subsidy program.

Briefed and argued against dismissal of client’s claims in federal district court, allowing multimillion dollar contract and negligence claims to proceed to discovery.

Represented client in responding to simultaneous civil litigation and suspension and audit by Centers for Medicare and Medicaid Services.
Regulatory Compliance
- Advised clients seeking to launch new products and services on issues of FCC, FTC, and state regulations, including with respect to privacy, data security, and accessibility.
- Advised clients on compliance with novel statutory and regulatory obligations, including with respect to Safe Connections Act and FCC’s Sim-Swap Port-Out requirements.
- Assisted clients with navigating FCC’s Rural Health Care Program, and when necessary, challenging adverse decisions before the Universal Service Administrative Company and the FCC.

Advised buyer on acquisition target’s data privacy, regulatory, and contractual obligations, including permissible uses of target’s existing dataset to train AI models.
