Katie Mellinger is an associate at HWG LLP with a practice principally spanning the firm’s Telecom and Data, Privacy & Cybersecurity groups.
Before joining HWG, Katie served as an Attorney-Advisor in the Federal Communications Commission’s (FCC) Office of International Affairs, Global Strategy & Negotiations Division, having joined the agency through the Attorney Honors Program. In this role, she led bilateral and regional engagement with European partners and participation within the Organization for Economic Co-operation and Development, covering a wide range of telecommunications and technology issues. She also supported U.S. government engagement within the International Telecommunication Union. Earlier in her career at the FCC, she negotiated instruments governing cross-border spectrum use at the U.S.-Canada border and worked on issues involving amateur radio and international broadcast stations.
Katie received her J.D. from Wake Forest University School of Law. During law school, she gained practical experience through multiple internships with the FCC, focusing on international treaty compliance and regulatory matters. She also served as a teaching assistant for legal research and writing and a member of the Wake Forest Journal of Law & Policy and Wake Forest Moot Court Competition Team. She earned a B.S. in Journalism, a B.A. in Political Science, and a Certificate in International Relations from the University of Florida. She also completed professional training at the Oxford University Media Policy Summer Institute.
