Steven Fredley is a partner at HWG, where his practice focuses on advising clients on regulatory compliance, administrative and criminal enforcement, and litigation matters across a range of regulatory regimes.
Steven advises and counsels clients on their day-to-day regulatory compliance obligations, including assessing business strategies, priorities, and practices to ensure they align with all legal requirements. Leveraging his experience as the chief compliance officer and deputy general counsel of a technology and communication services company, Steven helps clients develop and implement effective compliance and ethics programs, identify and assess areas of compliance risk, and establish proactive solutions to mitigate that risk. His work includes drafting and revising policies and procedures, developing and providing training for company board members, executives, and employees, and conducting risk assessments.
An experienced litigator, Steven has represented clients at both the federal and state trial and appellate level, and before the Federal Communications Commission, the Department of Justice, and federal grand juries. Steven has represented clients in a variety of civil litigation, and administrative and criminal enforcement matters alleging wrongdoing and noncompliance with complex federal statutory and regulatory requirements, including communication laws, the Foreign Corrupt Practice Act (“FCPA”), the False Claims Act (“FCA”), and antitrust laws. Steven has experience conducting and leading internal investigations, negotiating settlements and cooperation agreements, and implementing and managing government-imposed consent decrees and reporting requirements.
Steven’s experience includes:
- Representing a communications services company in settling a multi-year investigation into the company’s marketing practices.
- Representing a telecommunications provider in successfully challenging the imposition of a multi-million-dollar regulatory assessment.
- Representing a communication services company in a class action lawsuit allege fair debt collection violations.
- Representing a company in resolving an investigation of a newly acquired affiliate and its compliance with payment obligations to a federal telecommunications program.
- Representing a foreign equipment manufacturer in designing and developing a regulatory compliance program related to the sale of its products in the United States.
- Representing a foreign national in an investigation alleging a worldwide FCPA conspiracy and scheme related to equipment used in energy production.
- Representing a Lifeline provider in developing a comprehensive compliance program as part of a consent decree settlement with the FCC’s Enforcement Bureau.
- Representing the Chief Executive Officer of a defense contractor in a False Claims Act investigation related to alleged government contract procurement fraud.
- Representing multiple executives in cross-border investigations related to antitrust price-fixing allegations.
- Representing a homeowner’s association in landmark litigation under the Telecommunications Act challenging enforceability of an exclusive video access agreement.
