Trade Policy and Market Access

HWG represents U.S. exporters of goods, services, and technology and U.S. investors before the USTR and foreign governments in World Trade Organization (WTO) matters (accession, liberalization, and dispute settlement), market access disputes (including disputes over goods, services, investment, and government procurement), and bilateral and regional trade negotiations.

Representative Matters

Represented U.S. undersea cable owner in market access dispute with Taiwan, resulting in better access for foreign investors in Taiwan’s international communications sector.
Successfully represented U.S. mobile carrier in negotiations over U.S.-Dominican Republic/Central American Free Trade Agreement.
Successfully represented U.S. telecommunications group in market access disputes with various Caribbean governments.
Advised World Bank on effects of WTO liberalization on regulatory reform and privatization in various regions and countries.
