Rob Carter is a partner at HWG LLP, where he advises tech companies before the FCC and other regulatory agencies. 

Rob has experience with a broad range of telecommunications issues, including wireless spectrum policy, network management practices, E911, privacy and data security, accessibility requirements for individuals with disabilities, and regulation of interconnected VoIP and other IP-enabled services.

Prior to joining HWG, Rob clerked for the Hon. Joan B. Gottschall, U.S. District Judge for the Northern District of Illinois. He received his J.D., cum laude, from Northwestern University School of Law, and a B.A. in economics, cum laude, from James Madison University. Before his legal career, Rob was an analyst with the strategy and technology consulting firm Booz Allen & Hamilton.
