Ivory Mills advises technology and telecommunications clients in a range of legal and regulatory foreign investment, trade, and national security matters.
Prior to entering private practice, Ivory pursued an academic career focused on the international regulation of information and communication technologies and transnational governance structures. She served as a Council on Foreign Relations Hitachi International Affairs Fellow, a Visiting Faculty Member at the University of Tokyo’s Faculty of Law, and a U.S. Department of Education Institute for International Public Policy Fellow, where she conducted research at the intersection of information and communication technologies, global governance, international trade, and national security.
She received her B.A. from Spelman College and her Ph.D. in Media, Technology & Society from Northwestern University. She received her J.D. from Northwestern Pritzker School of Law.
