Annick Banoun is a partner at HWG LLP, where she advises clients on telecommunications and media law.
Annick provides strategic advice to companies and organizations in the telecommunications and technology industries on a wide range of regulatory policies and related legal matters. She focuses on the regulation of over-the-top services, including video streaming, video gaming, cloud, content delivery network, video conferencing, and digital advertising companies, among other areas. She has extensive experience representing clients on wireline and wireless regulatory matters before the Federal Communications Commission (FCC), the National Telecommunications and Information Association (NTIA), and Congressional telecommunications-related working groups.
Annick serves as Co-Chair of the Federal Communications Bar Association’s Wireline Committee.
Before joining HWG, Annick was an Attorney Advisor in the FCC’s Wireline Competition Bureau, having joined the agency through the Attorney Honors Program. At the FCC, she handled a range of regulatory issues, including net neutrality and content moderation, affordable broadband access programs, and wireline transactions. She was a primary drafter of numerous FCC orders and other dispositional documents.
Annick received her J.D. from Georgetown University Law Center. Her legal experience also includes internships with the U.S. District Court for the District of Columbia, a major media and entertainment company, and a public media broadcast organization.
She received her B.A., magna cum laude, from Barnard College, Columbia University, where she graduated Phi Beta Kappa, and her M.S. in Special Education from Hunter College. Prior to law school, she taught middle school students at a public school in the South Bronx as a member of the Teach for America Corps.

Experience
Representative Experience
- Advising video streaming companies on a range of regulatory issues, including regulations that apply to live and prescheduled programming, network neutrality, and Universal Service Fund (USF) contribution reform.
- Representing a coalition of technology companies—including those offering streaming, video game, cloud, content delivery network, video conferencing, and digital advertising services—on USF contribution reform advocacy and compliance with existing regulations and laws.
- Advising technology companies, including those offering cloud, content delivery network, and application store and messaging services on issues such as network neutrality, Section 230 and FCC content moderation, and AI regulatory developments.
- Representing the cable industry before the FCC in the Commission’s Preventing Digital Discrimination proceeding, and assisting broadband companies with respect to compliance with the FCC’s rules.
- Advocating on behalf of clients in spectrum-related FCC and NTIA proceedings.
- Providing and submitting comments on behalf of an equipment manufacturer concerning the FCC’s national security-related equipment authorization rules, and representing that entity on appeals from FCC decisions.
- Advocating before the FCC on wireless high-cost support program matters.
- Representing a public media entity in acquiring and licensing hundreds of programs, both domestically and internationally.
- Negotiating and drafting contracts for music videos, television appearances, tours, and other live performances for a music producer and musician.
- Advising a media company on a merger and acquisition.
