HWG LLP attorney Thomas B. Mason presented on “Character and Fitness Proceedings Before the D.C. Committee on Admissions” at the District of Columbia Bar, along with Denise Perme, longtime Associate Director of the DC Bar Legal Assistance Program, and discussed the standards and procedures involved in admission to the D.C. Bar.

The program examined the historical roots and current application of character and fitness requirements for prospective attorneys. They discussed the role of the Committee on Admissions, the structure and significance of the Character and Fitness Questionnaire, and the processes for reviewing applicants with potential concerns.

Key topics included applicants’ obligation to demonstrate good moral character under D.C. Court of Appeals Rule 46, the scope of required disclosures (including academic, professional, financial, and criminal history), and the importance of candor in the admissions process. The discussion also addressed how factors such as rehabilitation, recency of conduct, and completeness of disclosure influenced admissions decisions.

Tom is the founder of HWG’s Legal Ethics and Malpractice group and has extensive experience in disciplinary matters, admissions issues, and professional responsibility. He is a former chair of the D.C. Bar Legal Ethics and Rules Revisions Committees.
