Annick Banoun will moderate a Lunch and Learn session hosted by the Federal Communications Bar Association’s (FCBA) Wireline Committee on the future of the Federal Communications Commission’s Universal Service Fund (USF) on February 18, 2026.
This session, “The Future of Universal Service: Contribution Reform,” will discuss the state of USF contribution reform, including potential legislative and regulatory solutions. Annick focuses her practice on telecommunications, technology, and media law. She advocates on behalf of clients before the FCC and other federal agencies, and advises clients on regulatory issues. Prior to joining the firm, she worked on a range of issues at the FCC, including network neutrality, wireline transactions, and affordable broadband access programs.
