Owen provides strategic representation to plaintiffs and defendants involved in civil and commercial litigation, including high‑stakes business, contract, intellectual property, and tort matters. He also defends organizations in government investigations and enforcement actions, with experience spanning concurrent inquiries by the Department of Justice (DOJ), Federal Communications Commission (FCC), Office of Inspector General, state attorneys general, and state regulatory commissions.
In addition to his litigation and enforcement practice, Owen advises emerging and established communications and technology companies on compliance with federal and state telecommunications laws. He serves as a strategic advisor to companies on the use and governance of artificial intelligence and emerging technologies. Owen is Co-Chair of the Federal Communications Bar Association’s Enforcement Committee
