On September 25, Kent D. Bressie spoke on the keynote panel at the Submarine Networks World, the submarine cable industry’s largest annual global event, regarding the importance of regulatory certainty and the challenges of building submarine fiber-optic cables in the midst of geopolitical conflicts.

As part of the panel “Geopolitics, Digital Sovereignty, The Second Internet – international powerplays on the seafloor…,” Kent discussed the impact of data sovereignty and localization on submarine cables, media distortions regarding intentional damage to cables, and adverse impacts of government regulation on cable development and repair. He highlighted varying approaches by the world’s largest economies, China, the European Union, and the United States.

Kent Bressie is Chair of HWG’s international practice, representing clients in telecommunications regulation, foreign investment, and national security. He works extensively in the submarine able sector and serves as Legal Adviser of the International Cable Protection Committee, the world’s leading organization devoted to protection and resilience of submarine cables.
